An Elderly Man Fined for Spitting a Leaf

An 86-year-old man from Britain has recently faced a significant fine for littering—specifically, for spitting out a leaf that had unexpectedly blown into his mouth.

Roy Marsh was taking a break in a car park in Skegness, a popular tourist destination on England’s east coast, when a strong gust of wind sent a “big reed” into his mouth. He later recounted the incident to the BBC as rather surprising.

After he expelled the leaf and was about to leave, two enforcement officers approached him. Marsh remarked that he was taken aback and called one of the officers a “stupid boy” when they accused him of littering.

Initially thinking they were joking, Marsh quickly grasped the seriousness of the situation when he received a fine of £250. He described the whole ordeal as “unnecessary” and “out of proportion.”

Upon appeal, it was noted that the fine could be reduced to £150 (approximately $200), but he still faced the threat of paying the full amount.

County councilor Adrian Findley commented that this incident is just one example of the excessive enforcement by authorities in a town heavily reliant on tourism. He expressed concern, stating, “They’ve gone too far.”

Findley added that hefty fines could discourage tourists, saying, “If I come here on holiday and get a £250 fine, I don’t want to risk going back.” He emphasized the need for some discretion—suggesting that it’s unreasonable to expect elderly individuals to manage litter in windy conditions.

He argued that officers should have the ability to recognize when a situation is a “genuine accident” before issuing substantial fines, or at least offer a chance to rectify the error.

In response, East Lindsey District Council asserted that enforcement officers would only question those who appeared to be committing environmental violations.

Marsh’s experience isn’t unique. In a similar case from October, a London woman received a £150 fine for pouring a small amount of coffee down a storm drain to prevent spilling it while heading to a bus. This left her feeling quite upset and shocked.
