Sen. Hawley Questions Gregory Jackson on “Two Spirits”

During a recent hearing, Republican Senator Josh Hawley from Missouri engaged with Gregory Jackson Jr., who previously served as the deputy director of the Department of Gun Violence Prevention. The discussion centered around the term “two spirits” as mentioned in a crime reduction “Playbook” by Jackson’s organization.

Jackson is the Executive Director of the Community Justice Action Fund. Hawley highlighted this “playbook,” referencing the “Safe Space Initiative” which focuses on issues within the LGBTQ+ community, but the witnesses appeared unable to provide clarity on the term “two spirits.” This phrase came into context amidst discussions of crime rates in Washington, D.C.

“We should consider better investments,” Hawley suggested. “Instead of funding the police, what do we mean by ‘two spirits’?”

“Honestly, I’m not exactly sure,” Jackson replied. “It’s interesting how you’re quoting these sections.”

Hawley pointed out that the report in question originated from Jackson’s organization. Jackson attempted to defend the contents of the report, mentioning a focus on funding for violence intervention programs and support for victims, but Hawley interrupted.

“You advocate against police funding while promoting community programs recognizing ‘two spirits’—what does that imply?” the senator pressed.

Jackson maintained that his organization does not discriminate, while Hawley claimed the report called for increased funding for police. He referenced a part of the report that called for more resources for both police and community organizations impacted by gun violence.

Hawley reiterated his request for a clearer definition of “two spirits,” expressing his own confusion regarding its meaning.

“To be honest, I don’t fully grasp the term as it was intended,” Jackson admitted.

When pressed further, Jackson remarked that it felt like he was being scrutinized for being two-sided.

“You’re looking at your own text,” Hawley responded. “I want a clear answer. Right now, I’m worried about investing in vagueness while decreasing funding for police who ensure our safety. Your words indicate a lack of solutions.”

Jackson defended his efforts, stating they contributed to a 31% reduction in murder rates.

“If I’m in danger, I need real answers,” he added. The tension grew as Hawley expressed exasperation.

“You avoid my questions, deny your statements, and mislead this committee,” he asserted. “Your policies are frankly ridiculous.”

In September 2023, former President Joe Biden announced the creation of the Bureau of Gun Violence Prevention, with Jackson appointed as deputy director.
