Progress in Ukraine Peace Talks

Secretary of State Marco Rubio shared on Sunday that discussions aimed at ending the conflict in Ukraine are making significant strides. He mentioned a “productive phase” with what he called “tremendous progress.” After engaging in discussions with the Ukrainian delegation in Geneva, Switzerland, Rubio described the negotiations as having a “very good day today.”

“I think we’ve made tremendous progress since our last conversation,” he said. Nearly three weeks ago, a foundational document had begun to take shape, incorporating feedback from both parties.

Rubio elaborated on the development of a 28-point peace framework, which lays out potential terms for a ceasefire and a lasting resolution concerning Ukraine and Russia. He pointed out that the last few days have involved extensive talks, including input from military leaders and visits to Kyiv to discuss the plan with various political figures, including those from the legislative and executive branches.

“Our aim was straightforward: to win. We’re refining these points as discussions progress,” he noted. The weekend’s negotiations revolved around the U.S.-drafted plan that addresses routes to a ceasefire and possible political solutions, covering areas such as security, territorial management, and Ukraine’s future relationships with NATO and the EU.

The framework has gone through multiple revisions, with both sides working to clarify and narrow down the issues at hand. Rubio mentioned that any conclusive agreement would ultimately require consensus from the presidents. Yet, he was cautious about detailing any unresolved matters, labeling the current situation as “delicate.”

“This is a sensitive time, and it’s crucial to approach these discussions thoughtfully. While some disagreements are rooted in semantics, others will need higher-level decisions, and some, frankly, just take more time to address,” he explained.

Rubio emphasized the need for Ukraine to feel secure moving forward, stating, “To truly end this war, Ukraine must be protected from future invasions.” He expressed optimism, saying he believes a resolution can be reached. Corroborating this, he suggested that a potential phone call between President Donald Trump and Ukrainian President Volodymyr Zelenskiy could be in the works, though he acknowledged uncertainty about how soon that could happen.

In closing, he added, “We want to see this concluded as quickly as possible—ideally by Thursday.”
