Miss Universe Pageant Owner Under Investigation for Organized Crime in Mexico

Raul Rocha, who holds the majority stake in the Miss Universe pageant, is now under investigation for organized crime activities in Mexico, where he is alleged to be involved in arms and illegal fuel trafficking for the Gulf Cartel.

Recent reports emerged this week, with Mexican journalist Carlos Loretto de Mora revealing that Rocha has entered Mexico’s witness protection program under the Attorney General’s Office. The investigation gained attention on November 15, when an arrest warrant was issued related to criminal investigation 495/2025; by November 21, Rocha had reportedly sought protection.

The allegations outline that Rocha utilized shell companies to purchase stolen fuel from Guatemala, subsequently smuggling it into Mexico for entities connected to Mexico’s state-owned oil company, PEMEX. Specifically, companies like Tabasco Capital SA-CV and PTIH were allegedly involved in this operation.

On the arms front, Rocha purportedly managed several security companies that procured weapons from the Mexican military, transferring them to obscure their origins before delivering them to the Gulf Cartel and the Veracruz group known as Grupo Sombra. These weapons, initially acquired from the military, were made to seem legal upon casual inspection.

The timing of these accusations coincides with the recent Miss Universe pageant, where Mexican contestant Fatima Bosch was declared the winner. There have been suggestions by politicians and analysts that the competition may have been manipulated, as Bosch’s father has ties to Rocha’s business and PEMEX.
