France Introduces New Military Service Program

It seems that French President Emmanuel Macron has taken a cue from an age-old principle: if you seek peace, prepare for war. On Thursday, he rolled out a new national military service initiative, aimed at addressing military personnel shortages as concerns grow regarding Russia’s intentions beyond the Ukraine conflict.

In his announcement, Macron revealed that 18- and 19-year-olds will have the option to volunteer for a new 10-month military service program starting next year. This move replaces the idea of mandatory conscription. Additionally, there’s a plan to boost military spending by 6.5 billion euros (about $7.6 billion) over the next two years, according to reports.

Germany, as noted in various sources, is considering a similar approach to enhance its recruitment numbers, although its plan is still pending parliamentary approval.

Macron spoke about the initiative at the Valces military base nestled in the French Alps, stating that this national service would be rolled out in phases starting next summer.

He went on to clarify that the young volunteers will only serve within mainland France and its overseas territories, explicitly stating they won’t be involved in military operations abroad.

Currently, France has around 200,000 active military personnel and over 40,000 in reserve, placing it as the second largest army in the EU, following Poland. The country intends to boost its reservist numbers to 100,000 by 2030.

This announcement follows warnings from France’s chief of defense staff, emphasizing the need for civilian support behind the military. He urged that people be prepared to endure significant sacrifices, including the potential loss of loved ones and economic hardships, as a means of deterring Russian aggression in Europe.

In a related note, Belgium’s defense minister also reached out this month, encouraging 17-year-olds to enlist for military service next year. The goal is to select 500 candidates between the ages of 18 and 25 to kick off the program by September.

Across the EU, ten countries have mandatory military service: Austria, Cyprus, Croatia, Denmark, Estonia, Finland, Greece, Latvia, Lithuania, and Sweden. Norway, while not an EU member, also mandates service for both men and women.

The length of required service varies, with a minimum of two months in Croatia and a maximum of 19 months in Norway.
