Florida Governor Ron DeSantis Suggests 'Citizens' Rights for AI': I Believe in 'Human Uniqueness'

This week, Florida Governor Ron DeSantis proposed a bill of rights for artificial intelligence (AI), expressing his discontent with the perspective of “AI exceptionalists.”

During a press conference, DeSantis noted that some individuals believe the tech industry should take whatever it desires, claiming that such actions will lead to a positive outcome. He countered this notion, stating, “That’s not a reasonable expectation.”

“As you know, I veto it,” the governor stated firmly. “We know that’s misleading, and it’s not in line with the best interests of Florida or the United States.”

“You see this kind of ideology, which I term AI exceptionalism, as if we expect it to solve all our issues without human involvement,” he said, criticizing this overly optimistic attitude.

“People imagine a world where everyone can just relax and enjoy life, with guaranteed income and health issues resolved. But that’s unrealistic. Firstly, it’s improbable. Secondly, it raises significant concerns. So, I don’t align myself with AI exceptionalism; I prefer to call myself an ‘individual and human exceptionalist.’

“I’m of the belief that technological advancements should be in harmony with American values: self-governance, free speech, a robust workforce, federalism, and family stability,” he explained. “We aim for technology that enhances our lives, not one that replaces our roles. We can’t simply relinquish our responsibility to think critically.”

“You simply can’t rely on machines entirely and expect everything to function properly,” he added, highlighting the divergence between Big Tech’s goals and those of the American populace.

“The incentive for major tech companies is profit maximization. They invest heavily in building data centers…and the motivation is to ensure a return on that investment. They tend to guide technology towards avenues that will yield the highest revenue,” he elaborated. “If there’s a method that could benefit humanity but results in a loss for them, compared to a profitable yet harmful option, they’ll lean toward profit.”

Considering these aspects, DeSantis is advocating for legislation aimed at “protecting the privacy, safety, and quality of life for Floridians.”

According to the Governor’s Office, the proposed bill includes:

  • Florida has enacted protections against harmful “deepfake” content, especially those involving minors.
  • State or local agencies are barred from using AI tools developed in China to safeguard American data.
  • AI is prohibited from using an individual’s name, image, and likeness without their consent, particularly in commercial contexts.
  • Consumers must be informed when interacting with AI, like corporate chatbots.
  • Companies cannot provide “authorized” mental health therapy via AI, preventing imitation of qualified professionals.
  • Parents will have controls over minors’ interactions with large-scale AI, allowing them to oversee conversations and set access parameters.
  • Ensuring the security and privacy of data fed into AI systems.
  • Prohibits the sale or sharing of personal data with third parties, upholding existing data privacy laws.
  • Insurance companies will be limited in their use of AI for claims, ensuring it cannot be the sole factor in decisions and requiring detailed transparency of AI usage.

Moreover, DeSantis’s proposal includes provisions to “shield consumers from the financial burden of AI data centers.”

“We must prioritize the needs of Floridians!” DeSantis reiterated.
