Controversial Timing for Day Care Operator’s Campaign

A Somali-born day care operator has declared her intention to run for the Minnesota state legislature, amidst a significant fraud scandal affecting her community and the business sector. This scandal involves a staggering multi-billion dollar fraud case.
Abdi Deisein, who has not faced charges in relation to up to $9 billion in fraud, made the announcement on Christmas Eve regarding his run for the state House in the upcoming 2026 midterm elections. He previously lost to the Republican incumbent in 2024.
Deisein’s history includes an unsuccessful attempt to secure a City Council position in 2016.
He opened Blooming Kids Child Center in St. Cloud in 2018, motivated by a recognized need for early childhood education.
Affordable child care has emerged as a prominent theme in his campaign.
“Child care demand is skyrocketing across Minnesota,” he mentioned to the St. Cloud Times before the 2024 election loss. “Seeing the necessity, I felt compelled to start a child care facility.”
However, it’s worth noting that Deisein’s facility has faced scrutiny for violating various state regulations, as flagged by the Minnesota Department of Human Services.
Blooming Kids, with a capacity for 113 children, has been criticized for recurring violations since 2021. The issues ranged from insufficient healthcare information for children to documentation deficiencies regarding staff qualifications, not to mention understaffing and maintenance concerns. Fortunately, all of these violations have been reportedly addressed.
While Deisein accepted responsibility for these issues, he argued for state assistance to childcare centers, citing chronic understaffing driven by low wages and minimal benefits, as conveyed to the Times.
“Naturally, recruiting for daycare roles is a tough sell,” he admitted.
When asked about the possible implications of an unrelated fraud scandal on his campaign, Deisein’s team did not respond.
Members of Minnesota’s Somali community are under fire for allegedly defrauding hundreds of millions of dollars intended for aid to low-income individuals. Some facilities masquerading as daycares reportedly profited significantly by misrepresenting their services.
A viral video investigating suspected fraud in childcare services has showcased empty centers that still received millions in government funding. One such center reportedly collected $4 million in taxpayer money, even with spelling errors evident in its signage.
The FBI has threatened to deport convicted Somali fraudsters and associated undocumented immigrants, remarking that the current allegations are merely “the tip of a very large iceberg.”
This fraudulent scheme allegedly stretches back at least a decade, with earlier accusations of overcharging Minnesota’s childcare subsidy program.
More recent allegations extend to Medicaid-funded disability programs, including housing assistance for seniors and individuals with disabilities.
Federal prosecutors estimate the fraudulent activities could total as much as $9 billion.
Deisein, representing the Democratic-Farmer-Labor Party, was born in Somalia but fled civil war to find refuge in the United States. He contested the District 14A seat for the first time in 2024, only to lose out to Republican Bernie Perryman, garnering 43.5% of the vote compared to Perryman’s 56.3%. She has since indicated she will not run again in the next election.
