How CIA Director John Ratcliffe Has Revived the Spy Agency in the President's First Year Return

Profile of CIA Director John Ratcliffe: Trump’s “Silent Hammer”

Reports suggest that CIA Director John Ratcliffe has become a pivotal figure for President Donald Trump, often referred to as Trump’s “silent hammer,” as the administration navigated its first year in office.

Notably, just 12 days after a high-stakes U.S. military operation that captured Venezuelan leader Nicolas Maduro, Ratcliffe traveled to Venezuela. He met with Delcy Rodríguez, who was acting as Venezuela’s president, marking her return since Maduro’s capture.

A source close to the White House remarked, “Mr. Ratcliffe has become a quiet hammer for Mr. Trump. He engages, accomplishes his assigned tasks, and then recedes from view. It seems government agencies are adopting this approach, and perhaps we can credit Trump for transforming the CIA into a tool for America First policies.”

For this exploration, insights were gathered from CIA officials, including Ratcliffe, for a comprehensive examination of how he has aimed to realign the CIA with Trump’s objectives. This restructuring is significant, considering the previous administration’s impact on the Intelligence Community, particularly during John Brennan’s tenure under Obama.

CIA Director of Public Affairs, Liz Lyons, stated that under Ratcliffe’s leadership, the agency has reinvigorated its mission to align with Trump’s national security goals. “This CIA is more aggressive and willing to take risks to secure a strategic edge for the U.S. In less than a year, we’ve achieved noteworthy advancements in protecting American interests, especially in the Middle East and Latin America,” she noted.

One persistent issue with the CIA under Brennan was the politicization of intelligence, which led to a decline in the number of agency assets. The more the CIA focused on politics, the more it strayed from its core mission.

A key achievement for Ratcliffe has been dismantling the agency’s Diversity, Equity, and Inclusion (DEI) program, returning the CIA to a merit-focused culture.

Moreover, he has made strides regarding agency transparency. Ratcliffe released thousands of documents concerning the assassinations of John F. Kennedy and Martin Luther King Jr. He also directed a review of the 2016 Intelligence Community Assessment, which inaccurately portrayed ties between Trump and Russia, and made that review publicly accessible.

Additionally, he collaborated with Attorney General Pam Bondi to disclose information from the Durham report, which substantiated claims that the narrative of “Russian collusion” was orchestrated to undermine Trump’s presidency. Ratcliffe has indicated that the CIA now leans towards the assessment that the coronavirus likely originated from a laboratory leak rather than naturally.

Concerning the accountability of those who misused their positions, Ratcliffe expressed to reporters, “We’ve been clear from the start that politicization is no longer tolerated. If someone is acting as a political operative rather than a public servant, they must leave. Our goal at the CIA is focused on the mission, benefitting both the president and the American citizens.”

Ratcliffe maintains a graph at CIA headquarters displaying the agency’s asset numbers, which were reportedly dwindling before Trump took office but have begun to increase again. He has highlighted the importance of this metric during meetings, emphasizing the CIA’s effectiveness depends on the number of assets it can recruit.

He reflected on the graph’s symbolism, noting, “I considered framing it, but the data is classified. It’s a scorecard that reflects our ability to gather intelligence. We will relentlessly strive to ensure the president has the best information to make informed decisions.”

Under Ratcliffe, the CIA has also engaged in efforts to recruit American assets within rival nations. Notably, the agency launched Mandarin-language videos aimed at encouraging Chinese officials to support U.S. interests, which officials claim has successfully attracted new volunteers.

In the past year, the CIA has undergone significant operational restructuring. This includes unifying two offices focused on Western Hemisphere and counternarcotics initiatives into one division: America’s Counternarcotics Mission Center (ACMC). Furthermore, efforts have been made to improve collaboration between the CIA and FBI, with Ratcliffe emphasizing the need to overcome historical tensions.

Ratcliffe has also introduced a new Mission Center for Cyber Intelligence, focusing on innovative technological strategies. He is exploring the potential of artificial intelligence to enhance intelligence capabilities.

Over the past year, the CIA has played a crucial role in major operations, including capturing Maduro and participating in initiatives targeting Iran’s nuclear capabilities. Ratcliffe expressed pride in the swift actions taken during Trump’s early months back in office to send a decisive message against terrorism.

Dr. Sebastian Gorka praised Ratcliffe and the CIA for their critical role in these successes, noting the importance of intelligence support in major operations that have reshaped U.S. engagement on the global stage.

Overall, the CIA’s strategic maneuvers under Ratcliffe have demonstrated its evolving approach, aimed at aligning with Trump’s broader national security objectives.
