Blue states gain fewer congressional seats compared to red states in 2030 census review

Census Analysis: Shifts in Congressional Seats Expected After 2030

A recent census analysis indicates that Democrat-leaning states may lose congressional seats to their Republican counterparts after 2030. This shift could, perhaps, signal a stall in growth for traditionally blue states.

Specifically, New York and California together might see a decrease of six seats, while Texas and Florida could gain eight, according to a 2025 projection from Carnegie Mellon University’s Dr. Jonathan Servas.

The data points to a continuing decline for New York, which has lost representation since the 1940s. “This isn’t encouraging news for either New York or California,” expressed Jeff Weiss, who directs the New York State Elections, Census, and Redistricting Institute at New York State Law School.

Amid the unfolding redistribution struggles, states like Illinois, Rhode Island, and Oregon may also lose one or two seats, whereas red states, including Utah and Idaho, are set to gain some. If these projections hold, it potentially complicates the electoral landscape for Democrats.

Rising Tensions Ahead of 2026 Elections

According to the analysis, New York’s congressional representation is likely to continue its downward trajectory from 45 seats in the 1940s to just 24. As for California, currently holding the most seats, it could drop to 48.

On the flip side, Texas is expected to rise from 38 to 42 seats, with Florida’s seats increasing from 28 to 32. Remarkably, since 2020, Texas has seen its population swell by about 2.5 million people, while Florida gained around 2 million, marking them as among the nation’s fastest-growing states.

Interestingly, Weiss noted that if President Trump and the Republicans succeed in implementing a citizenship question on the census, blue states could face even greater losses. Although the Constitution mandates counting all residents, inquiries regarding legal status may discourage undocumented individuals from participating, which, in turn, could skew population figures.
