The Los Angeles Police Department has decided not to enforce a California directive that prevents federal immigration agents from wearing masks or disguising their faces while on duty. LAPD Chief Jim McDonnell shared this decision during an appearance on Fox Los Angeles’ “Good Day LA.”
McDonnell mentioned that enforcing such a rule towards federal agents could compromise safety, as it might escalate tense situations. He emphasized that it’s generally their job to de-escalate conflicts, noting that trying to regulate the actions of another law enforcement agency over minor offenses isn’t practical.
In September 2025, Governor Gavin Newsom enacted a law that prohibits law enforcement officials from wearing face coverings while performing their duties. This legislation classifies the action as a misdemeanor at the local, state, or federal level, although exceptions exist for undercover operatives and those engaged in protective tactical activities.
When signing the bill, Newsom asked, “What are you afraid of?” Critics of the Trump administration’s strict immigration policies have labeled masked ICE agents as potential threats to public safety, alleging they aim to obscure identities and intimidate individuals and their families. Officials have justified the use of masks as a way to protect sensitive information and mitigate intimidation risks.
The push for this ban was spurred by past incidents involving attacks against migrants, where masked federal agents were seen. At that time, a Department of Homeland Security official stated that federal officers are mandated to identify themselves and wear identifiable clothing during their operations.
After last summer’s ICE raid in Los Angeles, Mayor Karen Bass publicly criticized the mask-wearing policy of ICE agents. She recalled incidents where masked officers in unmarked vehicles apprehended individuals, causing widespread panic and leading many to suspect kidnappings.
