Zohran Mamdani Appoints Former Inmate to Head Corrections Department

Appointment of Stanley Richards to NYC Corrections

Democratic Mayor Zoran Mamdani has chosen Stanley Richards, a convicted robber, to lead New York City’s beleaguered prison system.

At 64 years old, Richards will be the first former inmate to head the New York City Department of Corrections. This announcement came shortly after a federal judge removed control from city officials over Rikers Island, assigning an external administrator to manage the facility.

Richards spent around two and a half years at Rikers in the late 1980s due to robbery charges and served an additional four years in state prison. After his release in 1991, he joined the Fortune Society, working as a re-entry counselor before eventually becoming its president. In 2014, the Obama administration recognized his efforts on behalf of former inmates, calling him a “champion of change.”

Before this new role, he was the Deputy Secretary for Programs and Operations at the Department of Corrections in 2021, a time when tensions between department leadership and the correctional officers’ union were notably high.

Federal Judge Laura Taylor Swain recently appointed Nicholas Demle, a former CIA officer and warden of the Vermont prison system, as Rikers’ “correctional manager.” Demle operates under federal oversight and has extensive authority over prison operations, independent of the mayor’s influence.

The prison officers’ unions expressed some caution regarding Richards’ appointment. Union president Benny Bossio stated, “We cannot and will not operate our prisons as safely as possible if our members’ concerns are addressed. We hope that Mr. Richards understands the dynamics as he takes on this new role and demonstrates a commitment to prioritizing safety and security over any political ideology.”
