Ukraine’s Upcoming Presidential Election and Referendum

Ukrainian President Volodymyr Zelenskiy is set to announce plans for a presidential election and a referendum aimed at brokering a peace deal with Russia. This declaration is scheduled for February 24, coinciding with the fourth anniversary of Russia’s large-scale invasion.

The Financial Times has reported—citing insights from Ukrainian and European officials—that both the presidential vote and Zelenskiy’s bid for re-election could take place by May 15th. They emphasized the urgency of these votes to secure proposed U.S. security assistance, highlighting that missing the deadline could jeopardize that support.

Interestingly, while there have been past deadlines set by the U.S. that went unmet, current pressures from U.S. officials are intensifying as the November midterm elections approach.

Zelensky intends to introduce a new peace plan to both the U.S. and Russia, following discussions with European partners. However, there are significant challenges ahead, such as the divide between Moscow and Kyiv on critical territorial disputes, particularly regarding the Donbass region and the Zaporizhzhia nuclear power plant. There’s also a legislative hurdle, as the existing martial law blocks national elections during conflict.

Previously, Zelensky asserted that the timing and method of any elections is a decision for Ukraine alone, firmly rejecting any notion that the Kremlin could influence the electoral framework. In December, he articulated two pivotal factors that must be considered: security and legal frameworks.

He stressed that elections should only occur in areas under Ukrainian control, ensuring participation from military personnel defending the nation. There are concerns over conducting elections in areas occupied by Russia, given the unpredictable nature of the electoral process there.

Zelensky also indicated that a temporary ceasefire might be necessary during the election period to provide safe conditions, such as secure airspace and international observers.

Recent reports suggest that U.S. efforts aim to put an end to the conflict by June. Trilateral discussions among the U.S., Russia, and Ukraine took place in Abu Dhabi earlier this month; although the two countries met twice, progress has been limited, with only a prisoner exchange occurring after five months of stalled discussions.

U.S. Special Envoy Steve Witkoff noted that both nations agreed to reinstate military communication, considering it essential for achieving and sustaining peace, and talks are expected to continue in the upcoming weeks as delegations return to their capitals.
