Iran’s 10-Point Plan for Negotiations with the U.S. and Israel
Iran has presented a “10-point plan” aimed at reducing tensions with the United States and Israel. This plan, which President Trump has indicated could be a “viable basis for negotiations,” includes provisions like lifting all sanctions on Iran and providing compensation. This information comes from a report citing Iranian state media.
This week, President Trump has issued strong threats against Iran, hinting at possible destruction. Just before a deadline he set, both the U.S. and Iran announced an agreement for a two-week ceasefire, facilitated by Pakistan. The intent is to open discussions about ending the U.S. military actions against Iran, termed Operation Epic Fury.
Trump mentioned, “We have received a 10-point offer from Iran that we consider a viable basis for negotiations,” in a post on Truth Social. It seems this proposal is distinct from the U.S. 15-point plan shared with Pakistan in March.
He added, “The United States and Iran have come to an agreement on nearly all past issues, and this will be finalized over the next two weeks.” He expressed pride in representing the U.S. and Middle Eastern nations in resolving this long-standing conflict.
At the same time, Iranian Foreign Minister Abbas Araghchi, who remains one of the key figures in Iran following the removal of many senior officials, confirmed ongoing negotiations via a statement from Iran’s Supreme National Security Council.
President Sharif of Pakistan communicated via Twitter that he’s considering the U.S. request based on the 15-point proposal. He noted the acceptance of the outline of Iran’s 10-point plan as a stepping stone for negotiations, stating, “If attacks against Iran stop, our strong military will halt defensive measures.”
Interestingly, Iran’s acknowledgment of both proposals — the U.S. 15-point plan and its own 10-point plan — adds complexity to the situation.
However, there’s a lack of transparency as Iran has not made the full text of its 10-point plan public yet, though a summary of the primary points has been shared. Reports highlight that many of Iran’s demands focus on removing U.S. and UN sanctions.
The proposed deal demands that Iran maintains control over the Strait of Hormuz, a crucial route for oil transport in the region. Interestingly, it might also allow Iran to levy tolls there, potentially generating significant revenue. The plan includes requests for the total withdrawal of U.S. forces not only from near Iran but also the broader Middle East, alongside demands for full reparations from the U.S. for various actions taken against Iran, including airstrikes on its nuclear facilities.
Additionally, there are demands for releasing all frozen Iranian assets worldwide, which would necessitate cooperation from the U.S. and compliance from international financial institutions.
Reports from Al Arabiya indicate that some Iranian demands extend beyond those listed in the proposals. The UN Security Council resolution emphasizes that a formal agreement to cease hostilities is “binding,” meaning any violations could lead to consequences. Historically, the Security Council has not shown leniency towards Iran during Operation Epic Fury, partly due to the actions of several council nations that have been targeted by Iranian attacks.
In a twist, Iranian media has framed Trump’s acknowledgment of the 10-point plan as a significant win for Iran. Some outlets have described the ceasefire announcement as an “undeniable and devastating historic defeat” for Trump, claiming that a considerable portion of American military strength in the region has been compromised. They also pointed to the supposed death of Supreme Leader Khamenei on the first day of American operations, presenting it as a victory without fully explaining how such a loss benefits Iran.
