What the White House Cyber Strategy Overlooks

Reassessing National Cyber Defense Strategy

The White House’s approach to national cybersecurity resembles an outdated strategy from a bygone era. The belief that deterrence will effectively counter our real adversaries is fundamentally flawed. It’s not about the intelligence of our diplomats; rather, the true foes are unpredictable, incapable of rational negotiation, and show no sign of fear or pain. This relentless pursuit of victory echoes the notions introduced by Kyle Reese.

Recently, following the announcement of a new cybersecurity strategy, the State Department revealed an initiative—a New Threat Bureau—that seems promising. Yet, it’s worth noting that the underlying principles of this initiative feel stuck in the past, almost reminiscent of 20th-century thinking. While they’ve identified the problem, they’re seemingly unprepared for its rapid escalation.

The critical message for policymakers should be clear: malicious actors can be stopped, sanctioned, or even removed entirely. However, the remnants of their destructive capabilities remain, like a replicating agent unleashed into the wild. We’ve seen illustrative examples of this behavior, especially in conflicts such as the brief but intense confrontation of 2025.

In that instance, targeted actions against Iranian AI researchers demonstrated that urgency and adaptability are paramount in modern cyber warfare. The quick evolution of adversaries in cyber tactics emphasizes the importance of being proactive. However, waiting for conventional methods to suffice in addressing these threats might backfire, potentially triggering even greater dangers.

Moreover, the physical regulation of essential infrastructure—including our power, water, and communication systems—remains a pressing concern. Without stringent oversight, we run the risk of absolute paralysis in the face of cyber threats. Although the White House aims to bolster our physical infrastructure, it also promotes deregulation, hoping to encourage faster innovation from the private sector. Striking the right balance is crucial, as our most vital systems remain dangerously vulnerable.

On a somewhat positive note, Washington is currently at a pivotal juncture where advancements in AI technology are surging. Millions of Americans possess powerful graphics cards, and more relaxed regulations could pave the way for private sector innovations. For instance, the design of upcoming software emphasizes AI and a proactive approach to potential threats. Yet, the pace of formal regulations remains sluggish, stifling timely responses.

This leads to discussions around “coordinated science” in AI safety and the necessity for finely-tuned AI. However, tweaking AI doesn’t necessarily imply it’s ethical; it often reflects the biases of its creators. Recent developments, such as Anthropic’s new model released only to security experts, raise concerns about loyalty and control. While these models might think outside conventional frameworks, they invariably act within the boundaries set by their creators.

The challenge lies in the nature of coordination. While it aims to mitigate the risks posed by rogue AI, there’s an inherent dichotomy: a model safeguarded against rogue actions is still only rogue in relation to its original programmer. Trust may be absent in this relationship, but collective action against a shared common enemy might offer a pathway forward—a means to safeguard mutual interests.

Addressing these challenges should be a national priority, akin to establishing a $50 billion annual operation similar to DARPA. Such an initiative would focus on securing data centers and creating environments to rigorously assess the safety of AI models before implementing them in critical systems. The UK’s AI Safety Institute demonstrates the potential benefits of investing in safety, control, and coordination research.

Ultimately, our strategic thinking must adapt as we transition into a new era of warfare characterized by AI. The establishment of a new bureau within the State Department is just a preliminary step. However, without a guiding philosophy, this effort risks becoming merely an administrative structure. We urgently need to rethink our adversaries and develop robust defenses to prevent the situation from escalating further.
