In a video, Swalwell firmly rejected the latest accusations, labeling them as “completely false.” While he previously aimed to be a leading contender for the Democratic nomination for California governorship, these allegations complicate that narrative. In March, the FBI indicated it might consider publishing redacted files connected to Swalwell and Fang’s relationship, which had drawn scrutiny before.
Reports from Axios in 2020 suggested that Fang, a suspected Chinese intelligence agent, sought connections with California politicians, including Swalwell. Despite the controversy, he has not faced charges, and the House Ethics Committee found no evidence of misconduct, concluding its investigation in 2023.

Following news of the potential release of files, Swalwell sent a cease-and-desist letter to FBI Director Kash Patel, claiming it would infringe on his rights. The FBI responded by stating that it consistently reviews documents for various purposes, including transparency across different agencies.
After announcing his resignation, Patel called for the public to share any information they had regarding Swalwell, implying a disconnect between Swalwell’s current position and the calls from Democrats to make certain files public.
Swalwell’s relationship with Fang has been scrutinized, even though he severed ties after receiving a warning from the FBI in 2015. He has consistently stated he has cooperated with authorities.
