Resignation of Florida Representative Amid Ethics Investigation

On Tuesday, Rep. Sheila Chafferas McCormick, a Democrat from Florida, announced her resignation from Congress. This decision comes as an ethics investigation intensifies, along with federal charges related to alleged misuse of pandemic relief funds, reportedly amounting to millions.

The timing of her resignation coincided with a scheduled meeting of the House Ethics Committee, which was set to discuss potential sanctions, including possible expulsion, following a trial that found her guilty of multiple violations of House rules.

The controversy surrounding the three-term congresswoman stems from a federal indictment issued in November 2025. Both she and her brother, Edwin Charfilas, are accused of diverting $5 million in overpayments from the Federal Emergency Management Agency (FEMA) meant for their family health care business, according to the Department of Justice.

Investigators suggest that funds linked to a COVID-19 vaccination staffing contract were redirected for various personal uses, including:

  • Support of her 2021 Congressional campaign via shell companies and family networks.
  • Purchasing luxury items, such as a three-carat yellow diamond ring.
  • Enhancing the family business’s financial standing.

A report from the Ethics Commission highlighted that her conduct stands out due to the substantial amount of funds involved.

Initially, Charfilas McCormick resisted calls to resign, maintaining her innocence against the criminal charges. However, recent weeks have seen dwindling support from her Democratic colleagues. Reports indicate that leaders of the Congressional Black Caucus privately urged her to step down over the weekend to sidestep the potential stigma of an expulsion vote in the House.

House Speaker Mike Johnson, a Republican from Louisiana, noted that the Republican majority was ready to act swiftly to remove her from office, stating, “The facts are undisputed at this point…” and asserting a strong consensus that she should be expelled.

Her departure has significant implications for Florida’s 20th congressional district, a Democratic stronghold that includes parts of Broward and Palm Beach counties. Charfilas McCormick, who took office in 2022 after winning a special election to fill the late Alcee Hastings’ seat, leaves a vacancy that the governor will need to address through a special election. Furthermore, her resignation does not halt the ongoing criminal proceedings against her, with a federal trial set for 2027 in Miami.

In response to the resignation, Florida Democratic Party leaders emphasized the community’s need for stability and expressed a desire to refocus on the forthcoming special election.

Charfilas McCormick’s exit marks a turbulent chapter for Congress. Had she stayed, she would have faced a challenging vote requiring a two-thirds majority for expulsion—a feat rarely accomplished in U.S. history. Given the bipartisan findings of the Ethics Commission, however, expulsion seemed a considerable possibility.

This situation also complicates ongoing efforts by Democrats to address issues surrounding Rep. Cory Mills (R-Fla.), who is currently under investigation for sexual misconduct allegations.
