Hamas, alongside its Palestinian collaborators, allegedly employed sexual and gender-based violence as a strategic element during the 2023 massacre in southern Israel. A report released by The Civil Commission on Crimes Against Women and Children on October 7 detailed these findings.

The organization indicated that its investigation uncovered evidence of abuse against hostages in various locations during the terrorist incursions on October 7. These locations included the Nova Music Festival, a kibbutz situated near the Gaza border, and an IDF base. The evidence pointed to signs of sexual assault on both prisoners and recovered bodies.

The report highlighted at least 13 specific forms of abuse, ranging from rape and sexual torture to shooting victims in the genitals and post-mortem violations.

Dr. Kochav Elkayam Levy, the report’s lead co-author and chair of the citizens’ committee, expressed to Fox News Digital that assembling these findings was daunting, largely due to the emotional toll from reliving traumatic footage.

“We had to gather material, analyze it with forensic experts, and witness unimaginable human suffering,” Elkayam-Levy noted. “What drove us was a sense of denial and the urge to ensure the world knew what transpired with these victims.”

“This is our final attempt at justice for them,” she added.

Moreover, the report described incidents of sexual violence that occurred in the presence of family members, including horrific scenarios where relatives were forced to engage in acts against one another.

Experiences of Freed Hostage Rom Braslavsky

Investigators noted that some female victims were discovered naked or partially clothed, exhibiting severe mutilation, with objects like grenades and nails inserted into their bodies. The findings also reported gunshot wounds and cuts in sensitive areas.

Rom Braslavsky, a former hostage, shared his harrowing experience of abuse during his 738-day captivity in Gaza. He vividly recounted the extreme torture and mistreatment he endured.

The report described the pervasive nature of sexual violence, stating it was an urgent priority for international accountability. Investigators emphasized that what occurred on October 7 is a critical aspect of broader human rights abuses.

Elkayam Levy hopes the findings will not only reach academics and human rights activists but also inform counter-terrorism and national security communities to help prevent such atrocities in the future.

She remarked, “A thorough understanding is essential for prevention. Policymakers must formally recognize these findings and initiate public hearings; it’s necessary for addressing this critical issue.”

Additionally, the report highlighted that the victims spanned 52 different countries, emphasizing the widespread impact of these attacks.

Eyewitness accounts within the report included harrowing statements from individuals who witnessed horrifying acts of violence, including sexual assaults followed by murder.

In one described scenario, a woman was violently assaulted and stabbed, with her suffering continuing even after her death. Another witness described a shocking scene where a man was found mutilated beside a woman who appeared to have been used to further degrade him.

Investigators gathered testimonies from male hostages who reported facing similar abuses, including severe threats and sexual assault. One former captive recounted being forcefully subjected to sexual humiliation.

The report advocates for targeted sanctions against entities involved in these crimes and calls for the development of specialized judicial frameworks to better prosecute sexual and gender-based offenses.

Elkayam Levy stated that the report has caught significant global attention, with multiple media outlets covering it, which she hopes leads to more discourse around the legal implications of these events.
