Federal Judge Faces Reprimand for Improper Conduct

A married federal judge has been given a mere reprimand for engaging in sexual activities with law enforcement officers in his courthouse office. These incidents included making disruptive sounds like “kiss noises” and “moans,” which, according to reports, turned the office atmosphere uncomfortable for staff members.

The 11th Circuit judge, whose identity hasn’t been disclosed, was involved in these activities over a period of two years during work hours. The details of this situation came to light in a 22-page judicial complaint, leading to the judge receiving a personal reprimand and a directive to write apology letters to six law clerks.

Multiple former clerks mentioned being aware of the judge’s conduct, describing how it distracted them from their responsibilities and created an uncomfortable work environment. One clerk even reported difficulty sleeping and concentrating due to the noises, while another felt so disturbed he left the courthouse entirely.

Some clerks discovered what looked like semen stains on a couch in the judge’s chambers, though tested negative. Concerns were raised that if the judge’s behavior became public, it could negatively impact public perception of the judiciary.

One clerk expressed that the sounds coming from the judge’s chambers made him feel “extremely uncomfortable,” while another stated he had to leave the office for the day due to unease.

The 11th Circuit encompasses areas in Florida, Georgia, and Alabama. In February, a judicial indictment was approved by the U.S. Judicial Conference’s Committee on Judicial Conduct and Disabilities, revealing that the judge risked being blackmailed due to the affair involving a high-ranking police officer whose spouse was unaware of the relationship.

Moreover, potential conflicts of interest arose, given the police department’s involvement in various legal matters within the district. Although the committee found no evidence that the judge presided over cases involving the police officer or department, it attributed this to coincidence rather than an effort to avoid conflict.

Initially, the judge denied the allegations, labeling them as “outrageous” and “baseless,” but ultimately there was a denial of the affair’s existence. Beyond the reprimand, the judge has agreed to step down from his presiding role and will refrain from participating in Judicial Conference committees.
