Proposed Term Limits for Congress Members in Texas

Representative Chip Roy, a Republican from Texas, has introduced a new proposal aimed at limiting the tenure of House and Senate members. His plan suggests that once members serve for 12 years, they would lose certain pay and privileges associated with their positions.

The proposal indicates that “no member (including a Congressional delegate or resident member) who has served more than 12 years cumulatively in the House or Senate shall receive the compensable benefits described in subsection (b) after they hit that 12-year mark.” This means that, after this time, they would be ineligible for compensation, leadership roles, or committee chairmanships.

Roy believes that Congress has, for quite some time, rewarded longevity with increased authority and salaries. “If you want to serve in Congress for more than 12 years, you should do so without taxpayers’ money or monopolizing the committee chairs,” he mentioned. He further asserts that this would help refocus public service to its intended purpose — to serve the people rather than becoming a lifelong career.

Having been in the U.S. House of Representatives since 2019, Roy recently lost a primary runoff for the position of Texas attorney general.

The proposal, on its surface, emphasizes that the limitations would be established by the rules of both the Senate and the House. It states that these provisions would apply starting with the 121st Congress, set to begin in early 2029.

Interestingly, while the U.S. Constitution states that “each House shall determine the rules of its proceedings,” it also establishes that members of Congress are entitled to compensation as determined by law. This duality often leads to debates on how to appropriately manage the rules surrounding congressional service and compensation.
