New York City Mayor Zoran Mamdani is allocating $15 million to initiate a new gender reassignment program aimed at both children and adults. This move, funded by taxpayers, is positioned as a safeguard against potential federal government actions.

The mayor’s office has outlined a comprehensive plan, which includes the creation of a “Direct Care Access Fund.” This fund will subsidize providers of gender reassignment procedures for children, set up a dedicated phone and text line, and support research focused on LGBTQ+ healthcare access.

Moreover, the city’s health department plans to introduce a pilot program later this year at a Queens clinic to offer “gender-affirming hormone therapy” to adults at no or reduced cost, irrespective of their immigration status.

Mamdani’s Firm Stance

In an emphatic statement, Mamdani accused the federal government of attempting to “intimidate patients, families, and healthcare workers.” He insisted that the city was “stepping up” to do everything possible to protect these medical procedures.

To prepare for any potential legal challenges against federal efforts to restrict gender reassignment for minors and adults, the mayor has instructed the City Attorney’s Office to take action.

City officials echoed Mamdani’s sentiments. Deputy Mayor for Economic Justice Julie Hsu criticized the federal government’s actions, labeling them as “dehumanizing” to transgender individuals and describing them as “not only cruel, but dangerous.”

Legal Landscape

Taylor Brown, who heads LGBTQIA+ issues in the Mayor’s Office, accused the Trump administration of propagating an “ideological war” that relies more on “political instincts, not science.” This announcement by the city follows recent legal conflicts surrounding the issue.

Earlier this month, the city contested a federal grand jury subpoena seeking medical records from transgender patients, and a federal judge recently granted an injunction that prevents the U.S. Department of Justice from accessing those records.

Funding and Budget Discussions

Even with the $15 million investment, some officials believe it falls short. Reports indicate that the New York City Council anticipates an additional $2 billion in tax revenue this fiscal year and the next, with Councilmember Tiffany Caban urging for an increase in the gender-transition budget to $60 million.

Caban expressed her frustration, referencing funds allocated in the executive budget for adding police officers, while there was no parallel funding for healthcare or transgender children.

City Budget Director Sherif Soliman stated a desire to expand this program as well, calling the $15 million allocation “only a start,” and expressing hope that more funds could be directed towards this initiative within the city’s budgetary limits.
