Therapist of Serial Killer Faces Legal Issues for Practicing Without License
A therapist linked to a serial killer has been charged with felonies for allegedly practicing clinical social work without the necessary license in New York for several years, according to prosecutors.
Allison Winter, the therapist for Rex Heuerman, who has been accused of multiple murders, reportedly received $60,000 in insurance reimbursements from 2018 to 2024, all while lacking a clinical social work license. Allegedly, over $50,000 of this amount was charged to Cigna, which requires licensed master’s-level clinicians to join its network. Winter also received reimbursements from UnitedHealthcare and Medicare, as mentioned in court documents.
Winter earned a master’s degree in social work from Adelphi University in 1999, but the New York State Department of Education’s Bureau of Professions doesn’t show any license for her in the Master Social Worker category.
Winter has been charged with 14 counts including second-degree and third-degree grand larceny, fraud, and unauthorized professional conduct, as detailed by a spokesperson for the Suffolk County District Attorney’s Office. Notably, she was already facing felony charges when he allegedly confessed to killing eight women, according to reports.
Melissa McArdle, a licensed clinical social worker and dean at Molloy College, commented on Winter’s situation, emphasizing that practicing psychotherapy in New York without a license is illegal. She explained that master’s-level social workers must pass a qualifying exam and complete three years of supervised employment before they can practice independently.
Winter was reportedly conducting psychotherapy in Sayville, New York. Since the allegations surfaced, the clinic’s outdoor sign has been taken down, and Google now lists it as permanently closed.
This case has gained additional attention with a documentary series covering Heuerman’s crimes. He was sentenced to life in prison without the possibility of parole for the murders of eight women in Gilgo Beach between 1993 and 2010.
Winter’s next court appearance is scheduled for July 21, as per the Suffolk County District Attorney’s Office.
