State Sen. Patty Kuderer (D) supports the 10-day waiting period and training requirement, saying, “The sad fact today is that more than half of all suicides are committed with a firearm.'' If it's used, there's very little rework. That's why, Mr. President, this cooling period in the bill is so important.”
State Sen. Linda Wilson (R) disagreed, noting that “there may be mothers with several young girls who are experiencing severe domestic violence.” Even if she found an instructor, even if she could afford to attend one of her classes, and even if she could attend one of the currently non-existent classes, she would not be able to use her firearm to protect herself. You will have to wait an additional 10 days after purchase.”
HB 1143 also initially introduced a third requirement for prospective gun buyers by requiring a gun license in order to purchase a gun. However, that aspect of the bill died as it passed through Congress.
