The Biden campaign has reportedly fallen short of recruiting black surrogates, underscoring President Joe Biden's waning popularity among a historically important demographic for the Democratic Party.
Biden's past statements and policies have offended many black voters.

The party has struggled to replicate its Obama-era turnout and gap with black voters since 2016, and recent polls show some signs that Biden's support is at risk of further decline. .
Rep. Jim Clyburn (D., South Carolina), a Biden ally and a major supporter of Biden's 2020 campaign, said many black voters are interested in America First policies. He said it was an issue that he was “very concerned about.”
