Rikers Island staff told male prisoner to identify as trans so he could access women’s ward, pimp out female inmates: Lawsuit

An explosives lawsuit filed in a Bronx court last November alleges that some inmates and staff at Rikers Island run a prostitution ring, and that the staff involved sought to gain better access to women's facilities. They allege that he encouraged straight male prisoners to identify as transgender. And officials at the New York State Department of Corrections knew everything about this plan.

According to a report from redux, the civil lawsuit was filed by a female former Rikers inmate identified only by the name Rose Doe. In December 2021, Ms. Doe was assigned to the Rose M. Singer Center, the prison's only female unit. Shortly after she entered the facility, a male inmate was also falsely admitted as transgender.

However, shortly after his arrival, the male inmate allegedly proudly bragged that he was neither transgender nor gay, and only pretended to be transgender in order to enter the women's ward and have “sex” with female inmates. . When he entered the women's facility, he was “bearded” and showed no outward signs of “feminine or non-binary characteristics,” the lawsuit claims.

Additionally, the man may have been housed in a women's center as part of a prison prostitution ring run by inmates and corrupt officials. “According to information and belief, the male inmate in question was a heterosexual male.” [hereafter ‘the perpetrator’] The man was instructed by DOC officials to claim he was transgender so he could stay in a women's dormitory where he had access to female inmates, the complaint states, and was then able to work as a pimp.

According to the complaint, at the time he entered the women's dormitory, he was under investigation by the DOC for suspected involvement in a prostitution ring. He was also already under investigation on at least five separate charges related to prison rapes, although it is unclear whether they were assaults on men or women. One of the defendants named in the lawsuit reportedly admitted that the male inmates were placed in the women's center “because they had already been evicted from other dormitories and had nowhere else to live.”

Rose Do claimed she knew firsthand how dangerous this man was. April 6, 2022 Afternoon, Doe report A male prisoner told prison staff that a male inmate had made inappropriate comments to her and grabbed her buttocks in the restroom. Doe's report was so persuasive that the acting warden sent an email to staff stating that male inmates were “unsuitable” for the women's-only area and asking prison rape investigators to visit the facility the next day. did.

It was too late. Doe said that night, while she was sleeping, the male inmate pulled down her pants, strangled her and violently raped her. She claimed that other inmates woke up and began fighting the male inmate to stop the assault.

Doe added that just two days before the alleged assault, he witnessed his assailant seduce a mentally ill female inmate into having sex.

Despite the serious charges, prison officials delayed conducting a rape investigation against Doe for 10 hours, according to the complaint. It also showed that the incident left her without mental health and medical care and a diabetic-appropriate diet, and that her negligence left her debilitated and particularly vulnerable to attack.

These New York State Public Health Law violations were “born out of a desire and/or conspiracy to conceal and destroy evidence of sexual assault.” [staff] I knew what happened,” the lawsuit alleges.

Doe was released from Rikers Island in August 2022. The male inmate in question was released from prison after a year and transferred to the Clinton Correctional Facility, the report states. Website He remains there today as a “maximum security level facility for men.”
