After the confusion caused by the Bills landing one player, they appear to have solidly landed another in a completely different position.
Wide receiver Curtis Samuel has agreed to a three-year, $24 million contract that could reach up to $30 million. ESPN’s Adam Schefter reports. Thursday.
The new contract also includes $15 million in guaranteed money.
News of Samuel’s addition came after Buffalo appeared to be the frontrunner to sign defensive lineman Arik Armstead, but the Jaguars ended up winning the deal with the Bills.
Samuel heads to the Bills, where he already knows some of the key players in the organization, having worked with Bills offensive coordinator Joe Brady and general manager Brandon Beane during his time with the Panthers.
Brady was the Panthers’ offensive coordinator during Samuel’s tenure in 2020, and had his best season in a Carolina uniform, recording 851 receiving yards and rushing for another 200.
Beane was the team’s assistant general manager when they drafted him in 2016.
Samuel spent his first four seasons in the NFL with the Panthers and signed a three-year contract with the Commanders in 2021.
The wide receiver played in just five games in his first season in Washington, but then had two productive seasons in 2022 and 2023.

In his final two years with the Commanders, he had 1,269 receiving yards and eight touchdowns.
Samuel will likely serve as the Bills’ No. 2 receiver behind Stefon Diggs, replacing former wide receiver Gabe Davis, who signed with the Jaguars earlier this week.
Samuel had 317 receptions and 121 carries for 4,098 total yards and 29 touchdowns in his seven years in the NFL.
