British Prime Minister Rishi Sunak has promised to begin deportation flights in July, but has declined to provide details or say how many people will be deported.
Rwandan government deputy spokesman Alan Muclarinda told The Associated Press on Tuesday that authorities had been planning for the migrants’ arrival for two years.
“Even if you arrive now or tomorrow, all arrangements are in place,” he said.
The plan had long been held up by British courts and opposition from human rights activists who called it illegal and inhumane. Immigration advocates have vowed to continue to oppose the plan, which envisages the deportation of some people who entered the UK illegally to Rwanda.
The measures are also aimed at acting as a deterrent to migrants risking their lives in leaky rubber dinghy boats in the hope of being able to claim asylum once they reach the UK. The UK also signed a new treaty with Rwanda to improve protection for migrants and adopted new legislation declaring Rwanda a safe country.
“Rwanda’s critics and British judges who previously said Rwanda is not a safe country have been proven wrong,” Muklarinda said. “Rwanda is safe.”
The management of the four-storey Hope Hostel says the facility is ready and can accommodate 100 people at maximum capacity. The government says it will act as a transit center and more accommodation will be made available if needed.
Thousands of immigrants arrive in the UK every year.
Hostel manager Ismael Bakina said the migrants arriving from the UK were shown to a room to rest before being provided with a meal and an orientation point about Kigali and Rwanda.
A tent will be set up on the hostel premises for processing documents and various briefings. Security cameras are installed on the premises and are visible from the entire premises.
On-site entertainment facilities include a mini-soccer field, basketball and volleyball courts, as well as a prayer room with red carpet. For those who want to stay light, Bakina explains, “We also have a smoking room.”
Meals are prepared in the hostel’s main kitchen, but are also available for those who wish to cook their own meals. Migrants are also free to walk outside their hostels and visit nearby Kigali city centre.
“We will have different interpreters depending on (their) language,” Bakina added, adding that English and Arabic would also be included.

The government has announced that immigrants will have their documents processed within the first three months. Those who wish to remain in Rwanda will be allowed to do so, while authorities will also assist those who wish to return to their home country.
Officials have said Rwanda will also process migrants who have obtained legal status, presumably for the UK, but it is unclear what exactly that means.
For those who choose to remain, the Rwandan government will assume full financial and other responsibilities for five years, after which they will be considered integrated into society, Mukurinda said.
At that point, they can start managing themselves.
