Senate Commerce Committee documents obtained exclusively by Breitbart News reveal how the head of the Commerce Department’s AI safety agency is stifling competition, concentrating AI development in the hands of a few large tech companies, and fostering “the collusion between government and big tech seen during the pandemic and the 2020 election.”
The document, obtained by Breitbart News, states that Commerce Commission Director Gina Raimondo responded to President Biden’s October 2023 executive order on AI. Created The Artificial Intelligence Safety Institute (AISI) within the National Institute of Standards and Technology (NIST) establishes AI safety standards and guidance for the private sector and government agencies.
April 2024, Raimondo Announced When Paul Christiano was announced as director of the AI Security Institute (AISI), NIST officials threatened to resign in opposition to his appointment, arguing that his association with effective altruism and long-termism could “undermine” the lab’s objectivity and integrity.
Venture Beat report In March 2024, it was reported that Cristiano’s hiring was rushed through a hiring process that was kept secret until he was selected to head the agency.
Disgraced former FTX CEO Sam Bankman Freed was an effective altruist whose fraud and conspiracy led to the collapse of the digital currency exchange and the loss of an estimated $11 billion in funds.
Venture Beat describes effective altruism as:
“An intellectual project to use evidence and theory to think about how to benefit others as much as possible.” cultA group of extremely influential and wealthy followers (made famous by Sam Bankman Freed, the founder of FTX who was in prison) Biggest concern EA is focused on preventing the extinction of humanity from a future AI apocalypse. EA’s critics focus on this existential risk, or “X-risk.” Says it’s happening This undermines the need to focus on current, measurable AI risks, such as bias, misinformation, high-risk applications, and traditional cybersecurity.
In documents filed with the Senate Commerce Committee, Cristiano said the AI had a “10 to 20 percent chance of misleading consumers.” [an] Humanity will be destroyed by “AI domination” and there is a “50/50 chance of destruction occurring immediately after the introduction of a human-level AI system.”
To prevent this apocalyptic vision, Cristiano advocates for the immediate implementation of AI regulations and the enactment of AI policies that “often lead to temporary halts and slowdowns in real-world operations.”
In essence, the document describes Cristiano as “an AI Doomer who wants greater government control over computer technology.”
The document also alleges that Cristiano’s proposals would lead to further collusion between big tech companies and the government.
For the federal government to assess the integrity of AI, it needs to implement comprehensive powers and tools to determine what information is “safe,” as Cristiano suggests. Such tools would include: This has great potential to facilitate censorship collusion between governments and big tech companies, as we have seen during the pandemic and the 2020 election. Moreover, if governments were to require new AI developers seeking to enter the market to pass safety assessments constructed by Big Tech and their allies like Cristiano, they would not only enable regulatory capture but also encourage market consolidation. Cristiano, October 2014 I have written He believes that “the welfare of individual future people is roughly as valuable as the welfare of present people, and, consequently, that the collective welfare of future people is significantly more important than the welfare of present people.”
In 2018, he wrote that he wanted to put AI development in the hands of fewer players. To tell“I agree that we are almost equally keen not to have a plethora of new actors, as long as there are coordination issues among AI developers, and as the number of actors increases it becomes harder to get consensus and regulation in this area.”
Cristiano worked At OpenAI’s Language Model Alignment Team, the purpose OpenAI aims to make its AI platform, ChatGPT, “more truthful and less harmful,” and OpenAI CEO Sam Altman said in February 2023 that ChatGPT’s development could one day “beat capitalism.”
Cristiano left In 2021, OpenAI will be transferred to an Open Philanthropy-funded nonprofit whose mission is to provide risk and safety assessments to AI companies and create safety standards that AISI, currently led by Cristiano, “relies on to develop federal guidelines.”
He then offered He is the CEO of the RAND Corporation and, along with Jason Matheny, a former senior White House aide to President Biden, is serving as a trustee of Anthropic’s “Long-Term Benefit Trust,” which manages AI companies.
The Senate Commerce Committee document said Congress Consider Before passing a bill that would codify AISI and “give this new regulator the authority to set national standards for the emerging AI industry,” lawmakers should wonder whether Cristiano and his allies in the Biden administration will use their newfound powers to push through alarmist policies that would stifle competition, concentrate AI development in the hands of fewer companies (including one that Cristiano personally helped found), and further government censorship.
