First appearance on FOX A city in New Mexico is currently working with far-left equality consultants to implement a “culture change” in its government that is steeped in critical race theory.
Albuquerque’s Democratic mayor, Tim Keller, promised shortly after being elected in 2017 to reform government along anti-racist lines.
“From day one of my administration, I knew that inequality was growing and that we had to change the culture,” he said. “Where has learning and growth ever been comfortable?”
Keller Established The Office of Equity and Inclusion (OEI) was created to implement the vision of racial equity in March 2018. The office implemented training on critical race theory, making some employees feel uncomfortable in the process. The OEI director said: It’s listed in the 2021 report.
Among the equity consultants hired was Zamir Salhab of RACED Consulting, who holds far-left views, including that the US military is a “bastion of white supremacy.” Salhab is a “genderqueer first-generation American and post-9/11 veteran.” according to Go to the RACED Consulting website.

“I’m first generation, Black and queer, and I joined the military in what I believe to be the roots of white supremacy and patriarchy. Little did I realize the damage I was doing to myself, and what I would have to go through to dismantle myself after I left the military.” Salhab said in June 2020: “Society not only teaches us that black bodies are inferior, it also teaches us that black bodies are feminine. So dealing with the various intersectionalities of the concept of white supremacy made me wonder at one point if I was crazy or insane.”
The city confirmed that “the Office of Equity and Inclusion has contracted with RACED Consulting LLC.”

RACED Consulting has expertise on the topic of “White Fragility.” According to the company’s website:.
“We will explore white fragility and its impact on building racially inclusive practices…We will share personal experiences with white fragility and the impact it has on you and those around you,” the website states.
Another area of expertise is “eliminating white supremacy,” “stopping white supremacy,” and “stopping whiteness.”

RACED Consulting wrote in its 2021 report for the city that while lower-level employees attended CRT training, senior employees rarely attended those trainings.
“The process of dismantling white supremacist behavior occurs both externally and internally. Department heads and city leadership were conspicuously absent from the 2021 RACED sessions,” the consulting section of the report states.
“Investments in culture change initiatives must be evident throughout all levels of Albuquerque city government and must be broader than just financial, considering the intangible costs and benefits of building genuine connections throughout the city and the broader community to foster deep and sustainable cultural change,” the city’s official report concluded.
And some city employees are uncomfortable with Keller’s racial policies, according to the city’s director of diversity, equity and inclusion.
“We are seeing a small but vocal resistance to addressing racism,” Equity and Inclusion Director Michelle Melendez said of the city’s internal affairs. “Systemic racism is one of the root causes of some of our most serious problems. Our city will be better off in the long run if we address this issue within city government. That’s what culture change is all about.”
“There has been an increase in understanding and openness to dialogue on anti-racism and social justice topics,” the report said.

As part of the culture change effort, each department was assigned a DEI staff member to report on and evaluate the “Equity Assessment.” These “liaisons” underwent more than 10 months of training to prepare them for the task.
“We found that within the first year of working with equity liaisons, changing organizational culture was extremely difficult,” the report states. “Each liaison who completed the 10-month training and technical assistance was able to implement and advance equity initiatives in their own departments.”
The district’s DEI trainer said the American flag is becoming a symbol of “hate” and that employees who resist CRT should be fired.
Departments included in the impartial liaison included animal welfare, environmental health, traffic and police.
Each department has developed its own “Race Equality Action Plan.”[s] on its departmental practices, policies, expenditures and allocation of resources.”
Before Keller was elected in 2017, employees “were afraid to talk openly about race and racism,” Melendez said.

“The Culture Change Initiative played a key role in building the city’s capacity to work toward equitable outcomes,” the report said.
RACED Consulting and the city of Albuquerque did not immediately respond to requests for comment.
