CLAIM: Democratic presidential candidate Kamala Harris, during Tuesday's debate with former President Donald Trump, repeated her claim that she never called for a ban on fracking during her previous presidential runs.
Verdict: False. Harris explicitly called for the repeal of fracking during her 2019 presidential run.
The debate moderator brought up the issue midway through the debate, asking Harris to explain her position on fracking, despite her previous calls for a ban.
“My values have not changed, and I made that clear in 2020,” Harris said. “I will not ban fracking. I have never banned fracking as Vice President. In fact, I voted with the same number of votes on the Inflation Control Act, which opened up new fracking rights. My position is that we must invest in diversified energy sources to reduce our reliance on foreign oil. Our approach to foreign oil has led to the greatest increase in domestic oil production in history.”
As Breitbart News reported, Harris has reversed her position on fracking, which CNN denounced during the interview.
“There's no question I support a ban on fracking,” Harris said during the 2020 primary, “and it starts with what we can do on public lands from day one. We need legislation. Yes, that's what I've done in California. I have a history of working on this issue… We have to acknowledge that the residual impacts of fracking are significant in terms of their impacts on the health and safety of our communities.”
When asked about her past comments by CNN's Dana Bash in an August 2024 interview, Harris said she never promised to ban fracking.
“I made that clear in the 2020 debates,” she said. “I will not ban fracking. As vice president, I did not ban fracking. As president, I will not ban fracking.”
