BPD said the victim suffered multiple lacerations and was taken to an area hospital for treatment.

Police subsequently arrested 18-year-old Montas Bailey and a 15-year-old male. BPD said a handgun was recovered along with the victim's property. Both suspects have prior arrest records. Bailey was arrested in July in Baltimore County on suspicion of stealing a white Dodge Caravan and was issued a bench warrant for failing to appear in court, WBALT reported.

Police have not been able to say whether Bailey is the person in the video allegedly stomping the man.

The victim told WBFF how the group surrounded him and launched a vicious attack.

“I actually didn't hear anything. They were very, very quiet. It was like they were sneaking up on me,” the victim, who did not want to be identified, told the outlet.

“But I felt their presence. They didn't say anything, but when I looked at them, they were wearing ski masks,” Barney recalled. “In my head, I knew what was going to happen next, so I started running and they started chasing me. As I was running, I was yelling, 'Help, help, we're being robbed.' He pulled out a gun and pointed it at my face, and I said, “What do you want?” He said, “I want it all.'' ”

BPD Commissioner Richard Worley described the incident as “truly horrifying” and said more needs to be done to address youth crime, its consequences and lack of accountability. The incident highlighted the problem of young offenders being arrested in the city and released before they can reoffend.

Meanwhile, Randallstown NAACP Branch President Ryan Coleman called for young offenders suspected of committing violent crimes to be detained until their sentencing after their first offense.

“Everyone has constitutional rights,” Coleman said, according to WBFF. “Old people should be able to walk down the street, Jews should be able to walk down the street, women should be able to walk down the street.
