Billionaire Elon Musk has promised to hand out $1 million every day until the November election to those who sign an online petition for registered voters. That means an astonishing amount of money will be randomly given out 16 more times until Election Day.

On Saturday, Musk handed out oversized seven-figure checks to voters in Pennsylvania who had backed former President Donald Trump at a rally in Harrisburg, and randomly gave out more to those who signed an online petition. It was promised that a large dividend would be paid.

All rally attendees were required to sign the tech mogul's “America PAC” petition pledging to support the right to free speech and the right to bear arms to attend the event.

Mr. Musk originally founded a super PAC to support Mr. Trump this election cycle.

Saturday's winner, a man named John Dreher, said he never expected to walk away from the event with a big check and later agreed to become the petition's spokesperson.

Musk's America PAC says the proposal is only available to registered voters in battleground states.

That means you're out of luck if you can't vote in any of the six states that are likely to decide the presidential election.

What are the legal issues regarding Mr. Musk's petition payment?

Federal law prohibits paying people to vote, rewarding them to vote, or even registering to vote, but it is prohibited to sign a petition or persuade others to sign a petition. It is not illegal to reward someone for doing something.

However, election law experts told the Wall Street Journal Opinions were divided over whether Mr. Musk was acting above the law.

Election law lawyer Richard Hasen told the outlet that he felt Musk “may have crossed the line” and shared the petition with people wearing “I voted” stickers. He said he likens it to a fast food chain that provides free meals. Both could be construed as unlawful solicitation, Hasen said.

But former Federal Election Commission Chairman Bradley Smith argued that the petition was too indirect to violate the law.

“I would say we don't pay to register to vote,” Smith told the outlet. “It's too weak,” he added. “Most of the benefits will go to people who are already registered to vote.”
