Governor Orders Arrest of Chinese Operatives Hunting Down Dissidents in Texas

Texas Governor Greg Abbott this week issued an executive order to the Department of Public Safety to “target and arrest criminals who carry out Chinese Communist Party (CCP) influence operations.” The governor referred to the Chinese Communist Party's “fox hunting operation” aimed at deporting dissidents to China. The governor also issued orders to separate the state from Chinese assets and protect infrastructure.

“The Chinese Communist Party is waging a global harassment campaign in an effort to force the return of Chinese dissidents to China,” Governor Abbott said in a written statement this week. “Texas will not tolerate the harassment and coercion of the Chinese Communist Party or its violent agents against the more than 250,000 people of Chinese descent who legally call Texas home.”

The governor said in his executive order that “Operation Fox Hunt” is part of a broader effort by the Chinese Communist Party to deport dissidents to China. “These dissidents are often 'guilty' of nothing more than opposing the actions of the People's Republic of China or the Chinese Communist Party, including exposing corruption,” Abbott wrote.

The group claims it operates six more “police service stations” in the United States, including one in Houston.

The governor ordered DPS to identify and bring criminal charges against “individuals who prey on dissidents of foreign adversaries.” He also urged officials to prepare policy for the upcoming Texas Legislature.

In addition to the law enforcement orders, Governor Abbott ordered the state of Texas to stop investing in China and sell its Chinese assets as soon as possible.

“All investments of state funds in China must be addressed immediately,” Abbott said on social media. “We will protect our nation and our treasury from the threat of the Chinese Communist Party.”

“I am directing Texas investment organizations to prohibit new state-funded investments in China,” Abbott said in a written statement. “To the extent that you currently have investments in China, you should sell at the first opportunity available.”

Finally, Abbott ordered the state to “harden” its systems to protect against cyber and other attacks on Texas' infrastructure.

The governor's orders include:

  • Requires companies submitting bids or proposals to certify that their holding companies or subsidiaries are not owned by a hostile foreign government.
  • Implement stronger background check procedures for state employees and contractors with access to critical infrastructure.
  • Prohibits state employees from accepting gifts or traveling in connection with their work from foreign adversaries.
  • Prohibits state agencies from contracting with companies owned or controlled by foreign hostile governments.
  • Prohibits higher education faculty from participating in alien recruitment programs by foreign adversaries.

“Texas will protect its critical infrastructure and information from the threat posed by the Chinese Communist Party,” the governor concluded.
