Across the country, they're going to make it mandatory to wear boots in places where people are becoming radicalized. And they pulled them out, first after 9/11, after the FBI got involved. We were looking for it, and we used that human intelligence to capture the guys in upstate New York. But they've been retreating in recent years, and we need to get it back in place.”
