The gunman, who was once accused of shooting a pregnant woman in 2015, was arrested this week at a Brooklyn subway station carrying a gun.
Elijah Wells was arrested Thursday on the Utica Avenue A/C subway platform.
Wells, 29, who is allegedly suffered by police while trying to handcuff him, was charged with criminal possession of a weapon, obstructing the government's administration and criminal trespassing, officers said.
Police sources said Wells was accused of attempted murder in 2015, allegedly shooting a pregnant woman in Red Hook. He acquitted the accusation.
The 19-year-old special Kaije Houston was hit twice on the chest and twice on the butt section as bullet sprays poured down in a group of bystanders waiting for Chinese takeout near the corner of Dwight and Delavan Streets. Witnesses said.
At the time, authorities caused the shooting, authorities said.
According to the 2015 indictment, Wells was a member of the Blood Affiliate OWW OWW gang. Two other men were also charged.
Wells' rap sheets include arrests in 2018 for criminal possession of a weapon and assault arrests in 2017 and 2015, police sources said.
