Two people have been arrested for illegally running a network of clinics in northwestern Houston, as they allegedly underwent illegal abortions in Texas.
Maria Margarita Rojas, 48, midwife known as “Dr. Maria,” and Jose Manuel Sendan Rey, 29 years old Funds faced Texas Attorney General Ken Paxton for the illegal performance of abortion and unlicensed medical practice announcement this week.

I always do everything to protect the unborn child, adhere to the state's life system laws, and strive to ensure that unlicensed individuals who endanger women's lives by performing illegal abortions are fully charged,” Paxton said in a statement. “It's clear that Texas law protects lives, and we hold those who violate it accountable.”
The investigation revealed that Rojas owns and operates several clinics. According to the Attorney General's office, Waller Clinica Waller Latino and Cypress Clinica Latino have allegedly employed themselves in the spring as licensed medical professionals, saying that Latino clinics presented themselves as licensed medical professionals in the spring.
She is also allegedly subjected to illegal abortions at these clinics in violation of Texas' life protection laws. In addition to her arrest, Paxton's Health Care Program Enforcement Division has applied for a temporary restraining order to close her clinic.

According to Paxton's office, third party Rubildo Labanino Matos, 54, was arrested on March 8 after returning to the US on March 8th. Matos is a nurse practitioner currently on probation by the Nursing Board. He faces a conspiracy claim to practice medicine without a license.
“Ray told investigators he would see the patient as a medical assistant and consult via tablet with someone he thought was Lavanino Matos before signing the form in the name of Lavanino Matos.” Tribune Report.
An illegal abortion performance is the second felony in Texas and could be in prison for up to 20 years. Paxton's office added that under the Texas Human Life Protection Act of 2021, the Attorney General can seek a civil penalty of at least $100,000 for each violation of abortion misconduct.
