The second teenager was arrested Friday in September in the fatal shooting of a 57-year-old woman who was trying to protect her husband and son from violent Magur, officers said.
Joshua Bell, 19, was charged with murder of weapons, robbery, robbery and criminal possession in the September 9th murder of Ying Zhu Liu.
A violent ordeal unfolded around 11pm when two suspects wearing ski masks followed Li's husband Shen Yan, 61, into the condo elevator, followed by the condo elevator, police said.
The young offender snatched Yang's Samsung phone and $100 in cash, according to criminal charges.
When the elevator door opened on the eighth floor where Yang lived with his family, his father gave him a horrifying warning when his 32-year-old son, Lin Long Yang, waited for him in the hallway.

That's when Liu hears the fuss and leaves the apartment to come to help her husband and son.
One of the robbers then raised his handgun and fired a shot into Li's face from three feet away, when she fell to the floor, where blood gushed out from her mouth and head.
Li, an aide to home health care, was declared dead at the scene.
Bell, who was wearing a white T-shirt over a cream-colored shirt and shorts, and black sandals in socks, said nothing as detectives led him out of the house at the fifth station on Friday afternoon.
Bell, who was last arrested for a robbery in August 2023, was waiting for Friday evening, police said.
Dante Schaller, 16, who was arrested 10 days after the murder, faced the same charges as Bell, officers said.
The Manhattan DA office confirmed that Shara, who was on the 16th, 16 days before the fatal shooting, will be charged as an adult.
He had an open felony case to assault police officers, sources said.
