FCC’s Carr Takes Action to Enhance the Accuracy of 911 Call Location Data!

On Thursday, the Federal Communications Commission (FCC) revealed a plan to enhance 911 services by making it simpler for first responders to locate distressed callers.

The agency suggested new rules that amend the obligation for wireless service providers to supply location details on all 911 calls, pinpointing both the horizontal and vertical position of callers within established accuracy benchmarks confirmed in distinct testbeds. All current FCC commissioners supported the proposal.

The FCC clarified that vertical location data will assist first responders in locating 911 callers within multi-story buildings, but public safety officials have raised doubts about the accuracy of vertical location data and the reliability of the testbed results.

FCC Chairman Brendan Kerr mentioned in a statement from several years back that he spent time at the fire department in Fairfax County, Virginia, to gain insight into how location technology could aid first responders in his role. Kerr noted that firefighters “stressed the significance of the 911 solution that assists them in swiftly locating both victims and fellow responders during emergencies.”

“Following that visit, the FCC implemented the regulations, which greatly facilitated first responders in locating callers in apartments and office complexes,” Kerr mentioned. “However, our experiences since then reveal that if first responders are not receiving the useful location details they require in an emergency, there remain too many cases.”

Kerr added that the new proposal seeks to address this issue grounded in the FCC’s “prior work on location accuracy so that first responders gain not only actionable information but also precise information.”

As per the proposal, wireless providers are expected to send vertical information to 911 call centers measured at ground level (AGL) instead of at ellipsoid (HAE) height to ensure more useful information.

Industry testbeds should evaluate the effectiveness of vertical information technology in a variety of environments including dense urban, urban, suburban, and rural areas rather than the existing method of averaging performance across settings.

The proposal also allows wider access to testbed data for non-domestic wireless providers and key public safety organizations, permitting these authorities to contest the testbed validation.

The FCC’s proposed rule aims to solicit feedback on enhancing the number of wireless 911 calls that deliver dispatchable location data directly with the call, thus improving the precision of horizontal positions and inter-text positioning of wireless 911 calls.
