Police and Crime Commissioners (PCCs) are elected to select and oversee Chief Constables. Recent articles discussing the hiring of chief executives in London and Merseyside, where both positions have garnered only one applicant each as of May 6th, highlight concerns from experienced police officials about the lack of oversight regarding these selections.
The legal framework surrounding the appointment of Chief Constables is quite explicit. Local police and the crime panel must either approve or reject our proposals.
Furthermore, guidelines from the Home Office emphasize the necessity for PCCs to include independent individuals in this process. In their pursuit to find suitable Chief Constables, PCCs are extending their search as broadly as possible.
Nevertheless, there are various challenges associated with hiring senior leaders, including issues related to pensions, the limited pool of candidates, and the logistics of relocation.
