California Governor Gavin Newsom is putting forward a proposal for non-frozen adult registration in the state’s Medicaid program, known as Fullscope Medical.
The proposal states that the freeze will take effect “more quickly than January 1, 2026,” and will apply to new adult applicants who are over 19. Importantly, it emphasizes that individuals will not be “defeated from health care.”
Additionally, Newsom is suggesting a $100 monthly premium for Medi-Cal subscribers aged 19 and older with “inadequate immigration status,” which refers to those ineligible for federally funded Medicaid due to their immigration status.

The announcement has faced criticism from President Donald Trump.
“Trump’s approach on tariffs has reportedly slowed the economy by $16 billion, impacting national revenue,” the document states.
As critics question his presidential ambitions, Newsom launches a rapid response website.
His release asserts that he will not abandon California residents, especially regarding essential health needs. However, faced with a $16 billion downturn from Trump and unexpectedly high healthcare utilization, the state must take challenging yet important actions to ensure fiscal stability and the sustainability of MEDI-CAL for all Californians.
