Rubio Critiques U.S. Foreign Aid System
Secretary of State Marco Rubio expressed strong opinions about what he labeled the United States’ “foreign aid industrial facility” during a Senate Foreign Relations Committee session.
He specifically called for significant changes to the organization, emphasizing that it was time for a comprehensive reevaluation.
According to Rubio, “In USAID, only 12 cents of every dollar actually goes to the intended recipients. This means that in order for aid to reach someone in need, they often have to expend all their other resources to support this foreign aid system.”
He proposed a new approach: “We will find a more effective method to provide assistance directly to individuals, directed by our local department. This program will truly make a difference and will form part of our broader foreign policy strategy.”
Rubio clarified that while funding would continue, the bureaucratic processes surrounding the distribution of that funding needed a major overhaul.
He stated, “We will deliver more foreign aid and humanitarian assistance than the combined total of the next ten countries. Unlike us, China doesn’t offer humanitarian aid; instead, they engage in predatory lending practices.”
He noted that many reforms had been influenced by longtime employees within the organization, some of whom have dedicated over 20 years to their roles. “The State Department needed to evolve; it was becoming detached from essential American foreign policy and was being overshadowed by the National Security Council and other agencies,” Rubio added.
