The ongoing issue of “next day” planning in the Gaza Strip has become a significant obstacle in negotiations involving Israel, the US, Arab nations, and Hamas. Despite discussions, Hamas continues to hold onto the 55 hostages in this area.
Some experts and foreign policy leaders from Washington suggest that Private Security Contractors (PSCs) could hold the key to rebuilding Gaza, an effort hampered by the ongoing conflict. These contractors, with years of experience in the Middle East, may provide stability in ways that others have not considered.
A recent report by a coalition of eight members, formed in response to the Hamas attack on Israel in October 2023, suggests that a humanitarian approach could dramatically enhance security in the region. This proposal mirrors an existing initiative called the Gaza Humanitarian Foundation (GHF), created to facilitate aid distribution to Palestinians.
However, the new plan, led by John Hannah and his team, advocates for involving humanitarian actors in the rebuilding process as well. Hannah expressed a belief that addressing humanitarian issues is crucial to this effort.
He mentioned that the Israeli Defense Force has stressed the need to eliminate Hamas after the severe attacks on Israel. However, the coalition of experts noted that Hamas has historically been effective at garnering support and retaining power, which complicates matters.
“We needed a humanitarian solution,” Hannah said. He pointed to the pressing need for organizations capable of managing humanitarian assistance in the region, indicating that only PSCs might be suited for the job.
During discussions with both the Biden and Netanyahu administrations, experts stressed that Israel’s reputation among Palestinians is complicated. The prevailing military-focused narrative might not yield the outcomes desired for long-term peace and stability.
The GHF has reportedly distributed over 16 million meals since its inception, though the process has not been smooth, as reports of chaos have emerged. Critics argue that Hamas benefits from perceived failures of such humanitarian efforts, although the GHF aims to enhance transparency in its operations.
Ambassador Mike Huckabee confirmed that GHF’s distribution centers would be bolstered by the presence of private security forces. However, it’s important to note that while the US supports these efforts, the GHF operates independently and does not receive government funding.
With a history in the region, PSCs could play a critical role not only in security but also in reconstruction efforts. Hannah proposed that moving beyond simple aid delivery to include initiatives like housing and infrastructure repair could lead to meaningful improvements.
Furthermore, he emphasized the importance of fostering local leadership among Palestinians, possibly to help manage reconstruction and provide security in the absence of Hamas. The plan also aims to address the challenge of preventing the rise of new terrorist factions.
