A 57-year-old man named Vance Luther Belter has been accused of the shocking murders of former Minnesota House Speaker Melissa Hortman and her husband, Mark. This incident also includes a separate attack on state Senator John Hoffman and his wife, Yvette, all of which occurred in the early hours of Saturday. The circumstances surrounding the incidents have left many questioning security measures, especially regarding access to weapons and law enforcement uniforms, which authorities describe as “targeted” attacks.
Belter reportedly arrived at the lawmakers’ homes driving a black SUV equipped with flashing emergency lights and plates that suggested it was a police vehicle. Attorney Joseph H. Thompson explains that he wore a black tactical vest and body armor, along with a flashlight and a Beretta 9mm handgun. The most unsettling detail? He was also wearing a silicone mask designed to disguise his identity. According to footage captured by Senator Hoffman’s security camera, Belter approached the door and claimed to be from the police.
When Hoffman and his wife went to answer, Belter allegedly shot them and shone a flashlight in their direction before fleeing. After the shooting, the couple’s daughter called 911 for help.
Former NYPD officer Bill Stanton remarked on the bizarre nature of this case. He suggested that circumstances like flashing lights on an SUV could easily mislead anyone not familiar with the specific police uniforms of their area. “If I pull up and see sirens, I might assume it’s a legitimate officer,” he noted.
Belter’s actions didn’t stop there. After the attack on the Hoffmans, he allegedly knocked on the door of Senator Hortman’s residence, still disguised in his police-like outfit. It was around this time that local officers were responding to the Hoffmans’ home for a wellness check.
During an encounter with a New Hope police officer, Belter reportedly remained unresponsive. Eventually, he fled the scene on foot, prompting a two-day manhunt that ended with his arrest.
There’s much speculation about Belter’s background. He reportedly has extensive private security training and has held prominent roles in various security companies. On his LinkedIn, he even mentioned working on projects in the Democratic Republic of the Congo over the past few years.
As Stanton put it, “It’s remarkable that someone would go to such lengths to impersonate a police officer.” This level of impersonation isn’t typical and suggests a deep-rooted motivation, possibly political in nature. It’s important to note that if anyone suspects they are approached by a fake officer, they should verify their identity or drive to the nearest police station.
Belter now faces serious charges, including murder and firearms offenses at both federal and state levels. The community remains shaken as police investigations continue into this bizarre and tragic situation.
