In a private vote held on Tuesday, Democrats selected California representative Robert Garcia to serve as the ranking member of the House Committee on Surveillance and Reform.
Garcia was among four Democrats who visited El Salvador in April last year, where they stayed in a luxury hotel while pushing for the release of Kilmer Abrego Garcia, a well-known MS-13 gang member. In the vote, Garcia garnered 150 votes, while Massachusetts Rep. Stephen Lynch received 63. Two other participants, Texas Rep. Jasmine Crockett and Maryland Rep. Quisi Mfume, withdrew from the race prior to the vote.
The House Committee on Surveillance and Reform is tasked with ensuring that the government operates efficiently and remains accountable. If Democrats regain control of the House in the 2026 midterm elections, Garcia may take charge of investigating the Trump administration, positioning himself for a potential confrontation with a Republican president.
Support for Garcia came from 43 members of the Congressional Hispanic Caucus and 33 Steering Committee votes. Lynch secured 15 votes. Interestingly, this was Lynch’s third attempt at a leadership role for the committee, having previously lost a bid.
Mfume managed to receive eight votes, while Crockett gathered six. Both withdrew from the final vote early on Tuesday.
The competition among House Democrats for positions on the Oversight Committee was fierce. This contest is viewed as part of an ongoing generational struggle within the party. Garcia and Crockett are both in their 40s, having been elected to Congress in 2022, whereas Lynch and Mfume have long tenures in Congress, first elected in 2001 and 1987, respectively.
Garcia’s campaign emphasized his commitment to sharing the spotlight, ensuring other members have opportunities to question officials during hearings. He also highlighted his experience as the mayor of Long Beach.
During the trip to El Salvador, Garcia remarked to CBS News about the deportation actions taken under the Trump administration, stating they could lead to a significant constitutional crisis. His visit was noted for being at a beautiful resort amidst a backdrop of political turmoil.
Florida Rep. Maxwell Frost, who traveled to El Salvador with Garcia, celebrated his election, calling him a “tough progressive with a strong work ethic.” He expressed confidence in Garcia’s ability to hold corrupt officials accountable and address the suffering faced by the public.
In a previous interview, Garcia controversially referred to billionaire Elon Musk in less-than-flattering terms while discussing government effectiveness. He argued for bringing substantial change to address pressing concerns of the American people.
