Massachusetts Bill Proposes Ban on Masks for ICE Agents
A new bill in Massachusetts aims to require federal immigration enforcement officers, including those from the U.S. Immigration and Customs Enforcement Agency (ICE), to forgo wearing masks during their official duties. This legislative proposal was introduced by Democrat James Hawkins on Wednesday.
According to Hawkins, “While on duty, law enforcement officers must not wear masks or disguises during interactions, except for necessary medical devices.” He noted exceptions for surgical masks and certain respirators designed for health protection. Violations could result in misdemeanor charges, as the bill is co-sponsored by ten other Democratic representatives.
Concerns Over Mask-Wearing
ICE’s acting director, Todd Lyons, recently defended the practice of wearing masks, especially considering the threats faced by agents. During a May press conference, he reported significant operations in Massachusetts that led to about 1,500 arrests, pointing out that if the public is upset about masks, he prioritizes the safety of his agents’ families. “Are we more concerned about masks than the safety of our families?” he questioned, adding that an agent’s personal information had been leaked online recently, igniting threats against them and their families.
Most individuals arrested in these operations had serious criminal backgrounds, and agents were focusing on particularly dangerous offenders. Lyons remarked on how shocking it is that some communities would rather harbor criminals than cooperate with law enforcement.
Legislative Context
The proposed Massachusetts law follows several other efforts by Democrats to call for transparency in how ICE operates. Recently, U.S. Senators Cory Booker and Alex Padilla introduced legislation aimed at establishing visible identification for immigration enforcement officials, emphasizing accountability in light of what they claim are troubling enforcement tactics.
Additionally, Hawkins highlighted a controversial case involving a Tufts University student, who was recently arrested by masked DHS agents for alleged ties to terrorism. This incident has intensified the conversation around transparency and accountability for ICE agents.

In response to ongoing debates, former President Trump remarked on the bill, suggesting it highlights a broader issue regarding how critics are often disguised during protests against ICE. He asserted the need for protective measures for law enforcement personnel, asserting that the opposition struggles with clarity and confidence regarding these matters.
Moreover, the Justice Department has indicated it is closely monitoring the increase in targeted attacks against federal immigration agents and ICE facilities, suggesting a growing concern over the safety and security of personnel involved in immigration enforcement.
