Austin Flood Concerns Resume After Recent Events

AUSTIN – Officials in Kerr County admitted they were unaware of the extent of the flooding that hit on July 4. Surprisingly, nearly eight years ago, they had cautioned residents about the ongoing risks of severe flash floods.

“The landscape can easily hold stagnant water, but it also directs water swiftly through rivers and streams,” explained Carrie Burgess, a local meteorologist. “A sudden three or four inches of rain can cause significant problems.”

Reports indicate that Kerr County experienced three to four times that amount in the recent floods.

Back in September 2017, authorities in the Upper Guadalupe River area published a video that highlighted flash flood risks and shared historical data regarding flooding in Kerr County and the city of Kerrville. The video emphasized that the region is among the most vulnerable to flash floods in the United States, often being labeled as “flooding alleys” due to steep terrain and shallow soil.

“Our area has a documented history of severe and destructive flash floods,” the video noted, referencing catastrophic events from August 1978 and July 1987, where many lives were lost.

Burgess recalled, “It rained about 15 inches in just three hours,” reflecting on those earlier tragedies.

In 2016, discussions arose regarding the flood warning siren system. One commissioner expressed frustration about sirens waking residents at night, indicating a desire for improved communication. In 2018, a $1 million grant for a new flood warning system was declined. Up to now, William B. “Dub” Thomas, Emergency Management Coordinator, hasn’t shared details on actions taken following the initial flood alert that came a week ago. He previously remarked that residents must pay attention to warnings and avoid driving through flooded roads.

“It’s all about personal accountability,” Thomas noted. “You’re responsible for your life, your family, and your children.”

On Thursday, Lt. Col. Dan Patrick announced the formation of new committees focused on disaster preparedness and flood management. Lawmakers will evaluate flood warning systems and emergency response strategies in upcoming special sessions.

“This will be addressed in next year’s legislative meetings,” Patrick added.
