A recall attempt against Gov. Gavin Newsom was defeated in 2021, but his critics have not given up yet.

“Governor Newsom abandoned the state to advance his presidential ambitions, leaving behind a $68 billion budget deficit and public safety, immigration, and education crises,” Rescue California said.

But on Monday, Newsom didn’t seem too worried, using the opportunity to raise money for his campaign. Governor recall campaigns are not uncommon. Newsom’s predecessor, Jerry Brown, a fellow Democrat, tried to recall him five times. However, none of them were successful enough to make it to the polls.
Democrat Gray Davis was the only recent California governor to be recalled in 2003, receiving 55% of the vote. The Republican governor elected in his place, Hollywood star Arnold Schwarzenegger, withstood seven recall attempts, but was never allowed to vote.
To qualify for the 2021 ballot, supporters of the previous Newsom recall will need to collect “approximately 1.5 million” signatures, equal to 12% of the total votes cast in the last gubernatorial election.
“It’s very difficult to recall a governor, and it’s intentionally difficult,” said Larry Gerston, professor emeritus of political science at San Jose State University. “And it would be very expensive, costing millions of dollars to collect enough signatures.”
Supporters of the proposed recall campaign argue on their website that the cost of housing is exorbitant, the rate of homelessness is rising even though billions of dollars are being spent to combat homelessness, and the rate of homelessness is increasing despite the fact that most people live undocumented. He cited a number of issues plaguing the Golden State, including $3 billion in free health care for illegal immigrants. Critics blame the $70 billion budget deficit and increases in violent and retail crime on criminal justice reforms supported by the governor.
Anne Dunsmore, director of the recall campaign, said the effort is not meant to disrupt the Republican campaign and is driven primarily by volunteers who were involved in the last Newsom recall that was on the ballot.
Rather, she argued, it would force Newsom to allocate political capital to defend his position. Newsom, as well as other Democratic candidates in the state, has advocated for Proposition 1 bond initiatives for mental health. She said people who were angry with Newsom signed 2.3 million signatures for the campaign last time.
“We’re ready. We have all the resources we had last time,” Dunsmore said. “It will drain even more money from their coffers. He is also spreading himself thin, paying for Proposition 1 and campaigning for people in battleground states.”
The Newsom recall effort was placed on the 2021 ballot in response to harsh criticism leveled at the governor over his COVID-19 public health regulations that imposed undesirable restrictions on individuals, businesses, and churches.
