Judy was charged with third-degree assault, a misdemeanor, which means she is not eligible for bail. Police said he was released despite previous arrests, including one in 2018 when he was charged with second-degree assault for attacking a police officer. In 2019 he was also charged with assault.

Pichardo said the horrific experience left her terrified.

“Every time I see a man, I cross,” she told WABC. “I’m not going to get close to anyone. I’m very scared. I’ve told my son where we’re going and I want him to walk with me.”

She said she would like to see the city do more to make sure residents are safe even just walking down the street.

“I don’t want this to happen anymore. I want New York to do something. They have to stop this. It’s not fair,” Pichardo told PIX11.
