Civil servants hold a unique position in society.
They exercise their authority within the only institutions legally permitted to use enforcement. We entrust our strength to them and hope that they will act in a way that justifies our confidence. Trust between government officials and the public is essential. We must believe that they are not abusing their authority for personal gain or acting against the best interests of the public.
