Arkansas Blue Cross & Blue Shield (ABCBS) announced on Thursday that it has formed a “strategic partnership agreement” with Cambia Health Solutions, a health care company based in Portland, Oregon.
The partnership model ABCBS is exploring aims to enable quicker innovation and shared resource savings while preserving local governance and a community presence, according to a statement from ABCBS.
It’s important to note that, as of now, the deal is not finalized and will need approval from Arkansas regulators, which could take some time—possibly months. “Until the agreement is signed, we cannot discuss details of the proposed partnership, including leadership roles,” the statement said.
Interestingly, ABCBS clarified that this arrangement with Cambia “is not a merger or acquisition.” Reports about the discussions with Cambia first surfaced in January.
Cambia has emphasized its mission to transform health care, stating, “We put people at the center of everything we do to make health systems more economically sustainable and efficient for people and their families.” The company serves over 3.6 million individuals through its regional health plans.
In a related note, Cambia and Blue Cross Blue Shield of North Dakota entered into a strategic alliance in August. This collaboration aims “to provide simpler and more affordable care for our members,” enhancing operations and sharing best practices between organizations.
This announcement occurs during challenging financial times for health insurance companies. ABCBS posted a loss of $226.2 million in 2024, a striking decline from a net income of $13.2 million in 2023, which was attributed to rising medical costs.
The president and CEO of ABCBS, Curtis Barnett, expressed to a gathering at the Little Rock Rotary Club that 2024 posed significant challenges for the organization, although he believes they are in a stronger position now, possibly nearing break-even or only slightly in the red for 2025.
The losses are largely credited to an uptick in medical services required by members, alongside escalated costs for outpatient surgeries, hospital services, and prescription drugs, particularly those for weight loss and cancer treatment.
“Healthcare is changing rapidly,” ABCBS stated. “We are always looking for ways to bring more value to our members and to ensure that we continue to be well-positioned to serve our community now and in the future.”
For now, members will keep using their current insurance cards and provider networks, maintaining their existing coverage.
Since 2021, ABCBS has collaborated with Cambia, as well as Blue Cross & Blue Shield of North Carolina and Blue Cross Blue Shield of Tennessee, to foster the development of innovative health solutions through the Echo Innovation Alliance.
