At the request of President Joe Biden, the U.S. State Department is leading an international program to leverage U.S. resources and reputation abroad to support LGBT activism, acceptance of gender ideology, and normalizing non-straight lifestyles.
Recent Reports It sheds light on some of what it would take to establish an LGBT-affirming monoculture around the world.

issued A late 2011 memorandum also “directs all agencies operating abroad to ensure that U.S. diplomacy and foreign assistance promotes and protects the human rights of LGBT people.”
The memorandum was intended to not only use American influence to curb what American government agencies perceived as discrimination against non-heterosexual foreigners, but also to promote the LGBT agenda more broadly.
Shortly after taking office, President Joe Biden
issued The memorandum is an expanded version of that statement, suggesting that it will be the policy of the United States to “lead by example in the cause of seeking to eliminate violence and discrimination on the basis of sexual orientation, gender identity or expression, or sex characteristics, and to advance the human rights of LGBTQI+ people around the world.”
Department of State
New “Progress” report The report on the implementation of President Biden’s directive noted that the State Department has provided funding to various LGBT activist groups through the Global Equality Fund, a “public-private partnership” run with the support of other countries and organizations. Through the Global Equality Fund, the State Department has supported activist groups in African countries that have drafted or passed legislation to criminalize non-heterosexual status or conduct.
According to the document, the state-run GEF has “provided grants ranging from $8,000 to $25,000 to 116 LGBTQI+ organizations in 73 countries over the past five years, cumulatively supporting more than $3.2 million.”
Meanwhile, the United States Agency for International Development is committing more than $7 million to mission activities to “integrate LGBTQI+ equity into a range of development sectors.”
The purpose of these funding grants from Biden administration agencies appears to be to pave the way for fuller inclusion of LGBT people, but in order to put legislation in place, the administration is not only pouring in funds, it is threatening to take them away.
For example, Uganda
Anti-Homosexuality Law Last year, Uganda introduced a law imposing life imprisonment for homosexual acts and the death penalty for same-sex acts with a minor or a mentally disabled elderly person. Ugandan law also criminalizes promoting homosexuality.

According to the report, the US has found various ways to punish Uganda for complying with the law. Uganda has lost eligibility for African Growth and Opportunity Act benefits (duty-free access to the US market for a range of products) and has been denied vital government-to-government assistance. In addition to the Biden administration stoking concerns about doing business in Uganda, the Treasury Department has supported a moratorium on new public loans to opposition African governments.
The report effectively acknowledges that Uganda is being criticised as an example to other countries considering similar policies.
The Biden administration has apparently been working with like-minded developed countries to fight policies it considers regressive, even as it punishes dissidents in the global south. To this end, the State Department’s so-called Special Envoy for the Advancement of Human Rights for LGBTQI+ People has apparently “convened senior officials from a range of countries to rapidly coordinate responses to proposed anti-LGBTQI+ legislation.”
In addition to working to nullify legislative resistance to LGBT activism globally, the Biden administration has also pressured governments to end the practice of “conversion therapy” around the world and “urged governments to end their sponsorship, funding, and other support for CTPs.”
Conversion therapy involves promoting a heterosexual lifestyle among gay people or offering reality-affirming therapy to people with gender dysphoria.
The Biden administration opposes such efforts but seems keen to fully support international efforts to ensure vulnerable people have access to activist-approved opposite-sex imitation conversion therapy.
“We have emphasized the importance of ensuring widespread access to evidence-based, LGBTQI+-affirming care and have highlighted evidence-based resources for families to extend supportive and affirming behaviors toward LGBTQ+ youth,” the report states.
The report also noted that the Department of Homeland Security, another implementer of Biden’s plan, has allowed refugees and asylum seekers to declare their preferred gender on U.S. Citizenship and Immigration Services forms “without having to provide supporting documentation or match the gender listed on their identification.”
Apparently, being able to conceal a prospective asylum seeker’s true gender “helps ensure their safety and security both in the United States and abroad.”
While much of this system is externally facing, some institutions also ensure internal consistency.
For example, USAID is reportedly developing an “LGBTQI+ Inclusive Development E-Module” for training programs that staff will be required to complete.
In a statement released alongside the report, the State Department emphasized that “promoting and protecting the human rights of LGBTQI+ people is a U.S. foreign policy priority.”
